Data shows that in 2023, a total of 11 units in Shanghai will be rated as smart manufacturing pilot demonstration factories, and 33 units with 62 scenarios will be rated as smart manufacturing scenarios. The number of rated factories and the number of scenarios will both rank among cities nationwide, and the total number of city-level smart factories and scenarios will be achieved. "Double increase". In addition, Shanghai has cultivated a total of 3 benchmark smart factories, 19 demonstration smart factories, and 111 smart manufacturing scenarios in 60 units. The production efficiency of established smart factories has increased by an average of 50%, operating costs have been reduced by an average of 30%, and energy consumption per unit of added value has been reduced by a cumulative 13.8%.

With the increasing ability of smart factory construction to support advanced manufacturing, the resilience of the industrial chain and supply chain has been effectively improved, and the foundation for the development of the manufacturing industry has been continuously consolidated. According to reports, Shanghai has become a domestic intelligent manufacturing system integration solution output center and an intelligent manufacturing core equipment industry cluster. The total output value of the intelligent manufacturing system integration industry has exceeded 60 billion yuan, and the scale of the intelligent manufacturing equipment industry has exceeded 100 billion yuan.

Create a “Shanghai Paradigm” for industry-finance cooperation

In order to accelerate the resonance of Shanghai's intelligent manufacturing innovation highland and financial resource gathering place, and continue to explore new mechanisms and models for intelligent manufacturing industry-integrated cooperation, the Shanghai Intelligent Manufacturing Industry-Integrated Cooperation Ecological Consortium was established at the meeting. The first batch of members of the consortium include 7 smart manufacturing supply-side units including Shanghai Electric Automation and Shanghai Mobile, and 5 financial service institutions including the Bank of Shanghai.

In the next step, the consortium will focus on innovation in the smart manufacturing industry, key core technology research, and transformation of the industrial chain and supply chain, etc., promote the interactive integration of the innovation chain and industrial chain, and consolidate the foundation for the development of Shanghai's manufacturing industry; it will accelerate the rollout for different industries and different enterprises. The customized package products of "Transformation Solutions + Financial Solutions" with industrial characteristics enable one-window acceptance and one-stop solution, creating a "Shanghai paradigm" for intelligent manufacturing industry-finance cooperation.

Shanghai has provided a total of over 50 billion yuan in special quotas for smart manufacturing innovation enterprises and smart factory construction by building a platform of "demand release + unveiling and leading + industry-fusion cooperation".

At present, Shanghai has formed a working mechanism for smart factory construction that combines horizontal and vertical integration. Horizontally organize 10 municipal committees and bureaus, 16 districts, 3 management committees, 8 groups, and 5 central enterprises in Shanghai to form a special smart factory promotion team led by the main leaders. Vertically build a pyramid-shaped cultivation system that links the country, cities, and districts, link various policies, innovate mechanisms, and build an integrated promotion system for smart factory construction.

Zhang Ying, director of the Shanghai Municipal Economic and Information Commission, introduced at the meeting that Shanghai will implement the requirements of the municipal government work report "Implementing Smart Factory Actions" and promote the "20035" project, that is, by 2025, 200 new smart factories and 20 benchmarks will be built. The factory realizes the three full coverages of intelligent manufacturing evaluation and diagnosis of industrial enterprises above designated size, digital networking of enterprises, and full intelligent coverage of main enterprises, as well as the number of revisions of intelligent manufacturing standards, the scale of the intelligent manufacturing equipment industry, the number of application scenarios promoted, and the output of industrial robots. In order to achieve the above goals, Shanghai will do five specific things in place. Third, the "one industry, one standard" standard is in place, supporting chain owners, taking the lead in formulating guidelines for the construction of smart factories across the entire industry chain, and promoting the improvement of the overall level of upstream and downstream smart manufacturing. Fourth, "one industry, one integration" services are in place, commercial banks, insurance institutions, funds, etc. are encouraged to participate in the construction of smart factories and explore new mechanisms and models for cooperation between industry and finance. Fifth, the development of "one industry, one group" is in place, guiding each district to highlight its characteristics in digital transformation and intelligent upgrading, and promoting the cluster development of industrial and supply chains. As one of the core cities in the Yangtze River Delta urban agglomeration, Shanghai regards smart manufacturing as an important starting point to promote the collaborative innovation and development of the Yangtze River Delta.
